Use CCDC for a county booking or physical-release transaction. A documentary request belongs in the Sheriff’s Corrections Records Request portal. Central Booking can be reached at 410-386-2796, but booking staff may not be the public-records custodian. The Sheriff’s general number is 410-386-2900.
Carroll County’s published PIA guidance describes an initial response, status, or records within 10 working days and allows up to 30 days for a time-consuming request. It lists the first two hours of search and preparation as free, later time at $25 per hour, and paper copies at $0.25 per page. Reconfirm those rates when filing because fees can change.

The clerk provides case files, court orders, and certified dispositions. Those documents show what the judge ordered. CCDC or another custodian records when physical custody changed. District Court material should be requested from the appropriate District Court clerk. The researched Circuit copy form lists $0.50 per page and $5 for true-copy certification; verify the current amount before ordering.

DPSCS Public Information Act requests
Use DPSCS for a state-prison commitment, movement, release calculation, parole or mandatory-release authority, discharge, or historical institutional record. Former incarcerated people seeking their own base or medical file are directed by DPSCS to the releasing institution or Case Management Operations.
Other custody systems require their own official channels:
- Call Maryland VINE at 1-866-634-8463 for custody notifications and round-the-clock automated or operator support. VINE is not a certified archive.
- Contact Central Maryland Correctional Facility at 7301 Buttercup Road, Sykesville, MD 21784, or 410-781-4444 for facility routing. Historical state records still belong with DPSCS.
- Use the official Bureau of Prisons locator for a federal sentence and the ICE Online Detainee Locator System for immigration custody.
- Use Carroll County court contacts for court copies rather than asking the jail to certify a judicial disposition.
